Ive used Loctite sleeve retainer, had good luck. The head torqued down should hold the sleeve down in the block, but watch for it being out of round,,, Shouldnt, but its possible,, When I glued em in, Ill use the loctite on the block bores, then as I drop in the sleeve, Ill dab a little more in as I drop in the sleeve, I spin the sleeve while I drop it in,, so the glue spreads over even, or as best as I can get it for best coverage between the block and the sleeve. Then, set the head hasget on and the the head, with the gasket, torque the the head down so it sets the sleeve with downforce pressure, when the glue dries it should not move. Hope this helps.
