I would take the small 4 bolt cover off top of ta housing and watch 7 inch ta direct drive dry clutch to see if it is turning. There is a splined coupler between clutch shaft and ta sun gear that strips out sometimes. If that shaft is not turning ahead of coupler , problem is clutch. Some pressure plates have three cap screws to cap clutch for installation and must be removed other wise disc will not turn under load. If the ta clutch turns and belt pulley doesn"t, problem is ta. Oh, also, the splines on the 7 inch clutch can be stripped out. Be dam careful checking this stuff out if running and in gear. I would disable ignition and just operate starter with tractor in gear. The lube leaking out from below ( I think that is what you meant) is coming out of drip holes designed to rid center dry housing of oil leaking from ta seals.
