Sounds to me like maybe you've got a leak somewhere that's letting air in and causing the steering system to drain down. Working the steering wheel restores the prime to the system. The hand pump is way up high on the steering column, lots of fall for the fluid to drift down.
Is she a leaker? You got an unexplained drip of hytran anywhere around the operator's platform?
