If it reads down slightly when running, that means it's either discharging while the tractor runs, or the ammeter is installed backwards. With the tractor off, turn on the lights. If it reads discharge, then the ammeter is installed properly. Turn the lights back off, and disconnect the field wire from the alternator. Start the tractor. The ammeter should read zero. If it still reads discharge, you have a ground. If it reads zero, then the reason for the discharge while the tractor runs is that the alternator field is using current, but the alternator isn't putting anything out to make up for what it's using. Could be as simple as a broken charging line from the alternator back to the battery, or it could be any of the reasons discussed in the posts above. One more note: I don't know how well the alternator will take to being spun with no field current. On a generator, it is advised to remove the belt rather than run the generator "cold." The same may hold true for alts. I don't know, but it won't hurt to pull the belt while doing this to be safe.
