There is likely sludge buildup in the mechanism causing the response to the position to be lagging. General suggestions. Follow the linkage to the side of the block where a pivot springs and lever arrangement is found . Make sure a spring has not come undone/broken. and that the adhusting nuts on the rod do not allow any freeplay, just modest spring pressure both ways. (no looseness) Next remove the rod from the governor control lever (on gov) pull the throttle to maximum speed position at the operator lever. Move the governor lever to its maximum position. The lever should move to its limit and the hole shoul be some what short of aligned with the rod (this assures that the governor is being pulled all the way to high speed. It might only be a 1/2 hole offset. The governor lever should be easy to move, and have more tension on it as it moves to the high speed end of its travel. Lubricate the pivot point where the lever attaches to the gov housing. If these are good, the next step is inside the governor. It is simple, and obvious, but not to be taken apart without clear pictures being taken, (a repair manual is also a good idea) I hope this helps, JimN
