Best way to start a 113 Zenith equipped engine is by not using the choke at all, if possible, under your local weather conditions.
Your float level may be off a little as others have mentioned. If it puts out black smoke when you get it running, that is a sure sign. In that case, readjust your float level initial setting to where is is just a little more than spec calls for - a "skinny" 1/8" more. That will cut the gas off in the bowl at a little lower level.
