The priority valve might be diverting the fluid to the PS, and when cold, it has enough pressure/flow for both. when warmed up it may bypass enough fluid at the pump to reduce the amount/pressure to the hitch. Flow rating the pump will pinpoint this for sure, but it is pretty certain if it is a oil temp issue. Unless the tractor has non hytran spec oil in the system. IH or JD oil meets spec, as do many other oils. But an oil that thins down excessively will exagerate the weak pump. The steering system, for safety, will always get first billing on the hydro list.
