your front wheels were ran loose and hogged the holes out and wouldn't stay tight, so the previous owner welded them together. problam solved until you wanted to take them apart. if you want to buy different ones get a pair from a super m or 400 or 450. they are the full thickness at the bolt holes and are cast a little bigger around and then machined down to fit the rim with no slop.
