Im not trying to split hairs or be a smartass or anything but the way you state the symptoms the first thing I wondered is is the pto shaft also coming to a halt? You just say the blades slow or stop but you didn't make it clear whether the shaft is still turning or not. Are you sure the problem is in the ipto? Could it be with the pto shaft or the shedder to begin with? That could probably be something simple like a shear bolt.
