IH300 Utility IPTO problem

Recently, I purchased a 1955 IH 350 Utility (gas) with an independent PTO. I hooked up a Bush Hog which comes up to
speed when I engage the PTO clutch. However, as soon as the Bush Hog encounters anything (even just grass), the blades
slow or stop. I need help diagnosing this (I am not a mechanic, but I'm trying to figure out if I can tackle this problem on my
own). I have operator's manuals and service manuals. What should I check and in what order (easiest to hardest - I don't want
to start by splitting the tractor!). Also, if the job is too big for my limited experience, how do I find a mechanic for the job
(Northeast Wisconsin).
