Probably the same thing found on some early 400 8 spoke wheels. They must have cast and drilled the wheels wrong. Instead of weight holes being squared with the keyway there off about 45 degrees. Also saw them with 8 holes drilled, with one set correcting problem, looked factory drilled or a good job by someone. 363019 R2 is a 300 wheel with a little more material added at hub. Later 300 started using wheel 364698 R1 which used a axle key separate from wheel. Which one of your wheels is wrong. Ones I found on 400 were mostly cast in december of 1954. Sounds like your saying the later wheel is wrong on yours.
