Guess it depends on the tire brand and what you have in mind. Just my opinion but I like the look of some 14.9 tires on 12 inch rims better that on 14 inch. Some 15.5 don't look to bad on 12 inch and some look like a balloon. Some 13X38 or 14.9X38 say on a 13 inch rim on the side of tire. When IH started putting 13X38 on some SM and 400 tractors they used the 12 inch most times. Never saw any but early IH parts books for early SM only shows the widest rim as 11 inch and tire options were 11x38, 12x38, 13x38. Prrobably if a customer wanted something else bad enough they may have furnished it.
