The side play in the rockshaft is ok as there ia pin in the bottom of the housing that guides it. The input shaft coming from the throtle should not have any slop and probably needs to be rebushed. I bore out the housing and replace with a bronze bushing that allows the shaft no to wobble and will make it line up with the stop in the top os the housing to control high speed. Is the little bearing all there on the shaft it is three pieces. Is the spring on the gear shaft free as that holds the gov gear from end play. I can send you a rebuilt housing if you need one. Then set the linkage going to the carb as follows. With engine off remove the pin in the clevis going to the carb. Now open the throtle then adjust the clevis so by holding the rod going to the carb is fully open the pin should go in the clevis. You mite need to take that rod off the caarb and get the clevis free so you can turn it easy by hand.
