I believe you are on the right track with worm-drive clamps.
Tower clamps appear to work right on the first/initial install when everything is clean, plated, and everything slides and equalizes right. As they age/corrode/contaminate, their clampload isn't what it used to be.
Good suggestion on the RTV, I would add clean everything as good as possible, sandblast would be best, dental pick and sandpaper/scotchbrite would be next followed by a brake-cleaner wipe until clean towels are produced on the metal. RTV works in impressive ways when applied to clean, dry surfaces.
