NO, I dont think thats the problem. It should still charge regardless if loads are fed from LOAD on a 4 terminal VR or the Load side (same side that wires to BAT on the VR) of an ammeter. The ammeters SUPPLY terminal has the wire to the battery/starter while its other LOAD terminal wires to BAT on the VR PLUS feeds loads like lights and ignition, unless its a 4 terminal VR in which case loads are fed from the VR's L terminal.....If I had a 4 terminal VR with the LOAD terminal I would feed lights n ignition off it versus the ammeter, but it will still work if you ignore the L terminal.
On many 4 terminal VR's the 3 terminals side by side are BAT LOAD FLD while the one on one side or the bottom by itself is the ARM/GEN terminal GOT IT WIRED CORRECT???
Run the Para 5 VR by pass tests and the Para 8 motor tests may help diagnose the problem
