Numbers your quoting check out. It's 45 years since I had one of these apart, and as I recall distance between bearings in the casting are what keeps it tight. Correct me if wrong but a bolt in end of axle hold this all together. That being said either washer 23, spacer 24 or bearing 22 are snagging on axle, or you've got one too many washers between the bearings. Could be washers or spacers on wrong side of bearings. Could you have left washer 27 out.
If I think of anything else, I'll come back. Just getting you to retrace your proceedure. Now, your younger than I, you shouldn't forget to install a washer or spacer, I dropped in a pail of cleaning solvent.
