I assume you put the PTO control in gear to make sure that if it was running it would spin the PTO. If the PTO is able to spin when it is engaged and the trans is in gear, something is broken in the trans. If it spins when the gear shifter is in neutral, the coupling, clutch disk, or clutch shaft splines could be bad. You might be able to see the coupling where the clutch rod goes in (maybe) JimN
