As far as fuel flow to carburetor it is good. I do have the original owners manual but that really doesn't give me much information especially the governor. Where would the governor linkage be? I am really not sure if it misses but it does make a whistling noise and gets some carbon or dark smoke out of the exhaust. I have messed with the throttle linkage on the side of the carb but it doesn't react only shuts off when the butterfly closes. I have turned the idle screw completely to bottom and turned out 4 full turns and still nothing. There is a needle valve on the bottom of the carb where the solenoid run on shut off is normally. I can turn this all the way in then all the way out that fuels runs out but still nothing.
