Quick verdict [of course with no idea what they bring in your area, also I can't recall what your completed intentions were, so that may vary things a bit]: if it's close enough that shipping isn't adding costs, and it's about what you're after [i.e. steel, no aftermarket updates] you might be ahead paying $1000 for it. Actually the very same reason I think it's possible to find one cheaper, also makes the $1000 a bit irrelavant: theres the chance you might spend much more than that after you get in to it.
If your information was correct about it's use, not a bad bet that the rear end and front end are tight. For you uses probably not an issue vs. one that is half wore out, but certainly not a bad thing.
You are correct many parts that can add some money to the project are still there are in pretty good shape.
The fenders do look pretty good in the pictures.
That's the original manifold and looks pretty solid! No water bowl, and the injectors look a bit rough, but you might remove and plug them anyway.
It has the original governor [IMHO the best for setting idle with an orignal carb, but it only governs at full throttle], and looks like the E4A mag.
Looks like air cleaner bowl and rain cap are missing.
It does have the base for the starting tank. Is the cap sitting on top of the fuel tank or the picture playing with my head?
A quick glance under the valve cover would tell you more, but probably does have stuck valves - even at that you very well might need rings.
Pistons are probably good if it's loose and was running, sleeves should be usable, but very occasionally NOS surface and they can be made (for about the price you're offering for that tractor).
Rods are likely good, but could need rebabbit with a lot of hours on it [a peak in the hand holes, you should be able to see if any shims remain between the two thick ones - most likely so] else can be a bit spendy.
Mains could be pretty wore [ball bearing: several hunderd], but unless real rough for some reason, these can be seriesly wore and it will still run smooth.
Clutch not stuck? If not, it will likely serve you well.
Ahhh, could brainstorm on and on, about what could cost money, but if you're not intending to go through everything, it may as easily take a few hours of elbow grease and be purring fine!
