Go find ya an old IH combine, like a 403 thru 715 series, they had hydrostatic steering with a cyl.
With a few hoses, a power steering pump, (I used one from a Ford) as long as you can build a something to hold the parts that the steering wheel sits on, you can graph everything from a IH combine, right over (custom built of course) to do what your asking.
I say combine parts, because sometimes, tractor componets will be more expencive, but the combine parts are the same thing and combine parts can cost less being if a place has alot of combines they part out, or tractors.
When I built my system, I called around, found the tractor parts, was about 40% higher priced, than the old combine that the same guy had parting out. So, I bought the whole combine for what it would have cost me to just buy the parts listed for a tractor.
