According to the Nebraska Tractor tests, they are not as hard on fuel as a comperable JD of the same era. That said, I personally, don't add a lot of value for a farmall M being a 1939 (first year) model. Actually, to me, they are a little less desireable than later M's due to the unique features they have. So, treating it like any other M in the condition you described, I'd say $650 - $950. I've fooled around with enough of these old tractors in the condition you've described to know one like that will suck up a pile of cash in no time.
Your cheapest M will be the VERY best one you can find at a price you can barely, possibly afford to pay. Actually, the same holds true for any old tractor, regardless of brand.
