Farmall 450 Power Steering Problem

Factory P/S pump with flow control valve. It doesn't work at all at idle speed, works a little better at higher engine RPM, and it works great when you use any hydralic lever, even idling. Could there be a problem with the flow control valve??, or is the pump just not putting out enough pressure?? Why would using the hydralic lever make it work? HELP.......
