Robert: If your 450 has the Hydra-touch control which uses the same pump for steering and lift you have a flow control unit mounted in the regulator and safety valve block. There is a regulator in this block that should hold a small pressure on the system (30 to 60 PSI) when the valve levers are in neutral this is normally enough pressure to make the power steering work unless you have a heavy load on the front (Front End Loader?). There is also a priority flow control valve that makes sure the first 2.5 to 3 gallon per minute the pump produces goes to the Power Steering. If the flow control is sticky or if the regulator mechanism is not working you can have the symptoms you describe. When you operate a valve the pressure caused by lifting the load (or the cylinder stroking out) adds to the system pressure and there is more operating pressure for the power steering, and more pressure to act on the plungers of the flow control and regulator valves. I would suggest you get the manual for your tractor (if you don't already have one) and rebuild the Flow Control/Pressure Regulator/ Safety Relief Valve block. Hope this help Tom R.
