I would agree it may very well be the little pin. To verify that you can take the plug out directly below the operating valve spool. When you take plug out (fluid will leak out) if pin is broken part of valve will fall out, then you know that is the problem. It can be repaired on tractor but you need to be familiar with how it goes together and you need to adjust pressure with a gauge and if you have a 3 pt hitch it is probably easier to remove the unit from tractor rather than take parts of hitch apart.
