Good chance that spring is your problem.
It's awkward, but the governor can be gottenoff without removing anything, but it's often easier if you can get at least the fan shroud off.
Just as a tip, set your motor up to top dead center on compression on #1 before you pull the governot. It will help with lining the gear back up and keep your ignition in time when you go to put things back together.
Another is to have a tray or something under the governor when you first rempve the cover. The center shaft spring and pin have a habit of going astray, and we won't even talk about the ball bearings in the thrust bearing. Do not ask how I learned these things.
