1. Yes, 2. No. You need a seal for the pump, it is either a normal seal or an o-ring. If the shaft where the seal runs is grooved you need a speedi- or redi-sleeve (trade names) over the shaft. If an o-ring the hole the shaft goes through will have to be enlarged to accept the sleeve. Take it to a machine shop for accuracy. Rather than the pump, the block under the tank probably needs to be overhauled. Otherwise you need a new pump. CaseIH sells a kit containing mostly gaskets and seals for $100+. Yours is a common problem. The kit is LOT cheaper than the pump, try that first.
