The contact that is normally OPEN is the cutout relay that disconnects the generator from the battery any time it's NOT charging.
The 2 contacts that are normally closed are in the "F" circuit... one is the current regulator and one is the voltage regulator. Those normally-closed contacts complete the FIELD circuit so the generator can begin charging. Your trouble lies with them or the circuit associated with them. Try burnishing the normally-closed contacts by repeatedly drawing a clean white piece of cardstock through them, followed by a spray of electrical contact cleaner with them propped open. Allow time for the contact cleaner to completely evaporate, then pull out whatever you were propping them open with and try the system.
(Some regulators have the voltage and current-regulating functions combined in ONE unit/set of contacts.)
