I would do a close inspection of the oil pick up tube and seal. It is very easy to put a little bend in the tube while removing the PTO assembly which can leave the tube a little loose in the clamp. That allow the tube to move and air to enter around the seal. Air entering the pump will cause pressure problems which can lead to early clutch pack failures.
The cure for this problem is to braze the clamp to the tube so that it stays in the correct position and then install a new seal. Make sure the seal lip is installed with the lip to the rear. You are trying to seal out air rather than seal oil in the PTO unit. I have seen some where two seals have been installed to help assure that there is no leakage.
