Here are a few thoughts. Make sure the air cleaner is clean. I mean pull it off and clean the unit in Kerosene. No air means no power. Make sure the fuel you are using is not last years. Drain it and get rid of it. While you are at it, make sure the screen in the fuel bowl is clean. Also check inside the tank to make sure you are not getting rust particles flowing into the carb. There should also be a small screen at the elbow that goes into the carb. Pull it, and clean if needed. As for the head, it is a fairly easy job. Get a new head gasket from your IH dealer, and torque to specs (65 lbs. if I remember correctly). First torque everything to 45 lbs, then 55 lbs, you get the picture. Also follow the correct torque pattern. Have you adjusted the valves, and set the timing?
