Sometimes taking the governor and throttle shaft apart and giving it a good cleaning will fix that. If worn parts are found they may need replaced. Probable causes, needle bearings in rockshaft dirty or bad. Weights or holes worn, slop in linkage pin holes, throttle shaft from governor housing to carburetor binding or worn parts. Some aftermarket piston kits and some IH ones changed the smoothness of engines. After they changed the connecting rods and piston pin size during 400 production it made the engines a little smoother. If comparing before and after serial # break tractors that could be why or just one tuned better than the other. Is the smother one a 56 model?
