The centerline of the gear housing ID is not concentric with the OD of the housing. This allows for gear mesh adjustment. You will notice that the aluminum (or pot metal housing) has scallops. The housing should be rotated until the gear lash is minimal. When you like the fit, install the two screws to secure the housing.
It has been awhile since I have done this but I think the info is basically correct. Earlier tach drives did not have the adjusting feature. It is also possible that the gear and shaft are so worn that proper mesh cannot be achieved or the gear is stripped.
