That's a Charlynn output shaft coupling. Unlikely the CIH dealer will have a replacement. However an aftermarket parts dealer that stocks Charlynn PS should have a new one. I got one thru Carter & Gruenewald (www.cngco.com) several years ago.
Probably the easiest way to replace is to knock the roll pins out of both coupling halves. Then unscrew the bearing cap on the front of the steering box and rotate/slide the steering worm & shaft forward an inch or so clear the coupling.
Note! There are TWO roll pins in each coupling half - a small one one nested inside a larger one. Be sure to replace all the roll pins with new. Don't cheat and use a single large pin in each coupling half. Otherwise you risk shearing a pin and loosing steering when it is most needed. (Don't ask how I learned this...!)
