When an engine won't slow down, the flyweights aren't being allowed to do their job. Freedom of movement is the key. Make sure the weight pivots, thrust bearing, thrust sleeve, cross shaft, and yoke operate smoothly. Also, another area to check is the tube between the governor and the carburetor. My '47 H would surge at an idle sometime and that tube was so full of dirt and crusty scale that the shaft was hard to turn. It seemed that the butterfly (throttle) shaft had worn and the resulting vacuum sucked dust and dirt into that area. There is a felt washer that is supposed to seal this off and it was long gone.
