Here's something else to check. With the assembly off the tractor, stack the discs & actuator in the drum, open side up. Lay a straightedge across the drum & measure the clearance between the top of the upper disc & the bottom of the straightedge. If you have more than .025" then your brakes won't work well, or for long. Machining the edge of the drum or mating surface of the bull pinion seal quill to achieve the proper clearance along with the other good advice will give good braking. Don't machine anything using dimensions gotten using worn discs, though, cause when you do replace them, your brakes will be too tight. Good Luck.
