Pete, Plow Hand Only put a seal there one time several years ago, so no expert. From what I seem to remember is the splines where the throttle lever goes are bigger than the rest of shaft, so the washer or seal won't come off until the shaft is removed. I may have removed more parts than necessary to get the shaft out, I just can't remember. Think the governor shaft, primary pump at the least. Maybe plumger and rack also has to come off. The lever on the inside has a tapered bolt with nut something like a water pump drive on H,M ETC. to hold lever to shaft. I had the whole pump apart so can't say exactly what needs removed to just get the shaft out.
