You pay for it up front, then pay the annual maintance fee. The value does not go up by paying the mainance fees but you can't use it if you don't pay the fees. When you sell your Time Share you do not recover the cost of the fees.
So if you pay for the pump rebuild consider that your maintance fee and you will be able to use your tractor again. The tractor will be worth the same as it was before the pump went bad but at least you will get to use it.
