The oil fill cap gasket is still available new. I bought several from a member of this site, RustyFarmall. The new gasket I got from Rusty is type of thick paper/thin cardboard. It probably does not matter what you make the gasket out of, rubber cut out of an old innertube, cork or thin cardboard cut out of gasket material or a cereal box.
