Filter? There is not supposed to be a filter.
A lot of people will put an inline fuel filter on these old tractors thinking they're doing a stroke. The problem is, most inline filters are meant for pressurized systems where a pump is sucking or pushing the fuel through the filter.
IH tractors are gravity feed systems, and those types of filters are too restrictive.
Get rid of any inline filter, and use a solid tube to get the gas from the tank to the carb.
