The outer shaft goes in to the pressure plate and that is always urning and the inner shaft goes onto the clutch disc and that stops turning when you press down on the clutch pedal . The outer shaft is hollow and there is a gear on the back side of it and it turns a gear that is below it and the shaft that goes into that gear runs thru the bottom contour shaft in the transmission and it goes on back to the PTO unit , the unit has a clutch pack or planetary gears and a sorta of a brake band that will engage the outer PTO shaft and give you non interrupted power no matter if the tractor is moving or not
