Yes, the little "tang" on the governor shaft fits into the slot on the carburetor throttle shaft. From the way you are describing the symptoms, you missed getting that tang into the slot. You probably got the tang below the slot, where it will still make contact with the throttle shaft and allow you to speed up the engine, but since that tang is not IN the slot, you cannot slow the engine back down.
