The movement of the vertical rod is what controls the carb via the governor. It maybe something that is NOT loose (but should be)inside the governor. Take off the side cover and check the spring. The spring is attached to 2 arms. The one on the left is for setting high/low speeds for the governor. The one on the right works the vertical rod to the carb. There is also a shaft that runs side to side. Make sure the 2 weights on the shaft are intact and movable. Work the arm on the right and you should see the bearing on the right side of the shaft move to the left. When the arm is returned to where the spring is loose the bearing should return to the right. If it is slow to respond or not moving at all try spraying the area down with PB Blaster or such while working the parts back and forth. If it sat for a while or ran low on oil the lubes may have gummed up.
