When you install the distributer, the rotor is supposed to point to the #1 terminal on the dist cap. I think you said that. Turn the distributer counterclockwise (viewed from the rear) when installed, then rotate clockwise until you get a spark from the coil wire. Confirm by rotating the engine one turn, 360 degrees, you should get another spark from the coil wire. Provided the carb is set up right, it should start. If not remove the air cleaner hose from the carb, place your hand over the carb inlet and crank with the starter, you should feel strong suction. If you don't you have a manifold leak. If you get suction, and the timing is on, you have some sort of a fuel problem. Also, you indicated double notches on the pulley, the pointer is supposed to line up with the first one.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe.
