The most likely cause for the tractor not moving until you move the lever back and then forward is a snap ring that has come off the shuttle valve. Another possibility is too much wear in the lever and quadrant. Hold the lever to the side as you move it forward to check for this problem.
As far as not being able to stall the engine, that is normal. In Low range the hydro should be able to overcome the brakes. In High range the brakes should be able to hold enough to open the relief valve. Once the relief valve opens the load on the engine will decrease so you will not be able to stall the engine.
