Reading the description is difficult because it's hard to figure out exactly where you mean it's binding. (Maybe it's just me). Any way you can post a picture of the area?
I had problems reinstalling mine. But it turns out the previous owner installed the shaft guide on the wrong side of the tank support pedestal. I took it off and put it on the other side and it worked fine.
That doesn't sound like your problem, so I'd have to see where it's binding, and what the area looks like around it to make a logical guess.
Are you sure it's in that bearing? Perhaps something is binding where the worm screw meets the bolster gear? Or maybe up at the steering wheel post?
