If you are going to just sell them locally I think the volume method would work better. If you are going to have it at the county fair or be dedicated to taking it to all large summer events in the area you might be better off with more expensive tickets. We have done both on our ATV raffle for the fire department and didn't see better results with either method. The best results came when the members selling the tickets were more dedicated ;) We had a great response taking our ATV to local events and just hanging out.
BTW, $3500 is super cheap on restoration. You must have had a ton of parts donated/great deals made. I put new seals and gaskets in my H rearend last summer with a few other parts and that cost over $1300!
