I would agree with fuel flow from tank, if that is good, check it at hose going into pump as those hoses deteriorate and collapse, if that all checks good, you may have fuel return restriction caused by govenor flex coupling failure. Couple ways to check for this, take timing cover off side of pump very cautiously and observe any small little black pieces of plastic. Or, take out all fittings on fuel return on top of pump and see if it runs ok then. Pump shop will talk you into a complete overhaul of pump and injectors of course. Normally just a few high rate wear parts are needed and new gaskets and seals.
