If the hitch is stalling out the tractor will sound "labored" and you may hear a noise from the hydraulic system like squealing or humming when the disk is attached.
It could be as simple as that left linkage being stretched. They do have a bend in them when they're new to clear the fender, but people often put too much weight on the hitch, which causes the rod to straighten out.
There should be a heavy spring between the nut and the part that connects it to the rear lift arms. From the parts diagram on the CaseIH website, it appears to be several inches long. Is that spring there?
If there's no spring, simply add a long enough spacer to get the lift you need.
