Make sure that the throttle plate is installed correctly. Our SMTA had problems like this. Turned out the mechanic in town who overhauled the carb got the throttle plate in upside down. There is an angle [taper] on the edges of the plate that meet the sides of the bore of the carb. If the plate is in backwards, the throttle plate can't close tightly. Worth a look.
