Interesting Starter problem on SA

I have a 47 Super A that has an interesting starter problem. If I leave the ignition switch in the off position, the starter will crank the engine over without any problem. If I turn the switch on (pull it out) then the engine cranks over only about one or two revolutions and then stalls. If I have the switch off and then start cranking the engine over and pull the switch out while continuing to crank, the engine will also stall. If the tractor has been sitting for awhile then it will crank over fine most of the time with the switch on and start okay. The tractor always starts after three or four revolutions if I can get it to crank that far. Two side notes. 1) I think the cut out regulator on the generator is not working and is overcharging the battery. (Fluid in battery is boiling over.) 2) The Ammeter is not working. Just sits on zero. The tractor seems to have the original wire harness and is getting tantered. I did check the drop from the Positive side to the starter case and got about 0.9 volts, while the drop from the negative post to the starter post was 0.45 volts. I did clean up the connections on the negative side, but that did not help. It does not seem that there should be very much current draw from the distruibutor and coil that it would cause the starter to stop turning. Any thoughts on this.
