I think you're referring to the little flap thingie? It can go on/off after if it works as I think. The ones I have seen are made of a fiber material attached to a metal piece, but they weren't on a 9 specifically. It looks like the 9 rear seal assembly is made the same though.
The seal pieces I referred to are a pair of half circle felt strips that kinda look like a french fry bent into a half moon. They fit into a groove in the seal proper. They creep with time, getting scrunched up a bit and leaving a gap between them.
